“As of today, a state of emergency will be declared at regional level,” he added.

Gladkov reported Ukrainian drone strikes on two villages in the region, Chebekino and Ustinka. Authorities in the Kursk, Voronezh and Bryansk regions also said Ukrainian drones were shot down by Russian air defenses overnight.

Since August 6, Ukraine has been conducting a major offensive in the Kursk region, neighboring Voronezh, claiming to have conquered more than a thousand square kilometers (km2) of Russian territory.

On Monday, Russian authorities acknowledged the loss of 28 cities and Ukrainian territorial gains extend over an area 40 kilometers wide and 12 kilometers deep.

According to calculations by the France-Presse news agency (AFP), based on Russian sources transmitted by the Institute for the Study of War (ISW), a North American think tank, Ukrainian troops have advanced 800 km2 in the Kursk region.

By way of comparison, Russia has advanced 1,360 km2 into Ukrainian territory since January 1 this year, AFP reported.
