AThe targets are set out in the political guidelines released by Ursula von der Leyen when she was re-elected to the post last July, and come as she tries to form her team of commissioners with a view to taking office as the new college by the end of this year.

In the document, the leader of the EU executive immediately advocates a “plan for European strength and unity”, in which she then announces a focus on young people in the European Union (EU).

“I will ask all Commissioners to hold their first annual youth policy dialogues within the first 100 days of their term. These dialogues will be repeated annually,” she said, stressing her desire to “ensure that young people can use their voice – their own voice – to help shape the future” of the EU.

Another priority of these first days of the new institutional cycle (which starts in 2024 and runs until 2029) is defence: “To frame the new approach and identify our investment needs, we will jointly present a White Paper on the future of European defence in the first 100 days of the mandate”.

Ursula von der Leyen had already announced, in fact, that in the new mandate there will be a European Commissioner dedicated solely to defense, to reinforce European industrial capacity in terms of military and production capabilities, in the face of geopolitical tensions such as those related to the Russian invasion of Ukraine.

The figures from the President of the European Commission, released last June, set the EU’s defence needs for the next decade at 500 billion euros, although it has yet to be decided how this funding would be provided, which is why this white paper (a document containing proposals for action at Community level) will now be produced.

After intense protests earlier this year, the agricultural sector is also another focus for Ursula von der Leyen at the start of her new term, as indicated in the political guidelines.

“I want to continue working with farmers, policymakers, civil society, stakeholders and citizens to build a competitive and resilient agriculture and food system, which is why I have convened a Strategic Dialogue on Agriculture, the report of which will be presented soon. Building on these recommendations, I will present a vision for agriculture and food in the first 100 days, which will consider how to ensure the long-term competitiveness and sustainability of our agricultural sector, within the limits of our planet,” the document reads.

The first woman to head the EU executive also sets as objectives for her first 100 days of the new mandate the presentation of a European action plan on the cybersecurity of hospitals and healthcare providers, the announcement of new forms of financing for startups to access supercomputing, the creation of a new clean industrial agreement for competitive industries and also the publication of analyses of pre-enlargement policies in specific sectors such as the rule of law and the single market with a view to the expansion of the EU bloc, according to the document.
