The insurgents on Monday tasked Mohamed al Bashir, the president of the Salvation Government – the de facto administration in the northern Syrian province of Idlib controlled by the Levant Liberation Organization – with forming a government for the transition in Syria after the overthrow of Bashar al Assad, said Syrian television now controlled by the opposition.

“The president of the Salvation Government, Mohamed al Bashir, will be tasked with forming a new Syrian government to manage the transition phase,” the television indicated.

The Salvation Government is a kind of political and civil branch of the Levant Liberation Organization (Hayat Tahrir al Sham or HTS, in Arabic) that was created in Idlib, a province in northwest Syria and an opposition stronghold.

Shortly after the announcement, Syrian television said that a tripartite meeting will be held this Monday in Damascus to determine the transfer of power in Syria and prevent the country from entering a state of “chaos” after the departure of Al Assad.

Civil government in Syria?

The three parties meeting are the leader of the rebel coalition led by the Levant Liberation Organization, Ahmed Al Sharea (nom de guerre Abu Mohamed al Jolani), who led the offensive to “liberate” Damascus; the Syrian Prime Minister, Mohamed Ghazi al Jalali, and the president of the Salvation Government, Mohamed al Bashir.

According to Syrian television, formerly of the opposition but now the official channel, “the meeting is held to determine the transition of power efforts and prevent Syria from entering a state of chaos.”

However, on Sunday the president of the highest political body of the Syrian opposition in exile, the Syrian National Coalition (CNFROS), Hadi Al Bahra told the EFE news agency that there is an agreement after the fall of al Assad that the transitional government will be “civilian”, it will not be the Islamist Levant Liberation Organization or the Salvation Government.

Al Bahra explained that among the opposition coalition there is a set of rules “to guarantee that there is no extremism on the ground, no misconduct, no violation of human rights,” something that he assured is “working very well so far” despite who has not yet met with the leader of HTS.

The HTS, after taking power in Syria, has released several statements promising tolerance towards followers of different sects and confessions in the country, and warned its members to avoid mistreatment or attacks on civilians.
