“Ewe are here to discuss two issues”, said Simon Stiell, in Dubai, citing the reduction of greenhouse gas emissions and “ways” of supporting the transition of least developed countries to renewable energy, pending a new final text proposal.

It is necessary to reach a compromise on phasing out or at least reducing the use of fossil fuels, while ensuring financing for the poorest countries.

The two issues are inextricably linked, said the UN Executive Secretary for Climate Change.

“Higher levels of ambition are possible for both issues (…). Every step back in relation to maximum ambition will cost millions of lives,” he told journalists, underlining his opposition to a policy of small steps.

“We don’t have a minute to lose”, he stressed, at a time when COP28 theoretically ends on Tuesday, but the key issues have not yet been resolved.

COP28 President Sultan Al Jaber, also director of the United Arab Emirates oil company, promised a “historic agreement” on December 12, the anniversary of the Paris agreement.
