“We are going to make the proposal now, but the question here — which was already implicit in the president’s answers [Ursula von der Leyen] — is to know when the Council is available to adopt it”, said European Commission spokesman Eric Mamer, at a press conference in Brussels.
Ursula von der Leyen had said at the end of February that the proposal to negotiate the guidelines that Ukraine had to follow to join the European Union would only be presented “at the beginning of summer” and later than expected.
In a press conference at the time, von der Leyen spoke of “excellent progress in the monitoring process” of the effort that Ukraine is making to reform its institutions, after the opening of formal negotiations with Ukraine in December 2023.
“We are still working on the negotiating framework. My best guess is that it will not be ready before the European elections [em junho]but rather later, because if I see the development of the different negotiating positions, this will take time”, said the president of the European Commission.
And he specified: “I think that, around summer, early summer, we will be ready.”
In mid-December, the European Council decided to open formal EU accession negotiations with Ukraine and Moldova, with the institution’s president, Charles Michel, speaking of a “clear sign of hope” for these countries.
Ukraine and Moldova have EU candidate country status since mid-2022.
The December decision to open formal negotiations comes after the community executive recommended, in mid-November, that the Council move forward in the face of efforts made by Kiev to meet requirements on democracy, the rule of law, human rights and respect and the protection of minorities, although imposing conditions such as the fight against corruption.
Brussels stressed that Ukraine would have to make progress that will be assessed in a report to be published in March 2024.
Enlargement is the process by which states join the EU, after meeting political and economic requirements.
