OBorder services will reopen when that number drops to 1,500, said several people familiar with the situation, but who refused to be identified.
The Democratic president will reveal his decision on Tuesday, during a meeting at the White House with mayors from border cities.
Five people familiar with the discussions confirmed the 2,500 number, while two confirmed the 1,500 number.
These numbers are daily averages, calculated in weekly terms.
Other border activity, such as trade, is expected to continue.
White House officials have been in contact with congressmen to reveal details of the order before its public presentation.
