The general secretary of the Pro-Government Federation of Cuban Women, Teresa Amarelle, highlighted that “it is possible to verify that [os protocolos de ação] they lack adequate implementation at different levels, with emphasis on the local and community level”.

This year, Cuban President Miguel Díaz-Canel had called for “zero tolerance” for violence against women, but also stated that in Cuba “any crime is exaggerated”, especially gender-based violence.

Independent activists have insisted on the declaration of a “state of emergency for gender-based violence” and lamented that the government has not taken any measures in this direction.

They also defended a comprehensive law against gender-based violence, as gender-based homicide is not criminalized in the Penal Code, and the implementation of protocols to prevent these acts, as well as the creation of shelters and support systems for women and children in danger. .
